Finland is one of the neighboring countries most frequently visited by Russian citizens. Thus, in 2022, the number of entries of Russian citizens to Finland increased by 71% compared to 2021 (872,971 trips). However, after the start of a special military operation, Finland began to apply measures to restrict the entry of Russian tourists. On July 10, 2023, another package of “visa” restrictions came into force. Perhaps this step was taken by Finland in response to the order of the Ministry of Foreign Affairs of the Russian Federation to close the Consulate General of Finland in St. Petersburg and expel nine diplomats.
