In modern law enforcement practice, lawyers recognize that the most “problematic” creditor in bankruptcy cases is the authorized body, the Federal Tax Service of the Russian Federation. This factor forces participants in a bankruptcy case to find ways to pay off the claims of the authorized body, which indicates a legalized imbalance in the approach to protecting the public and private interests of the debtor’s creditors.
