Legal uncertainty over territorial jurisdiction in cases of administrative offences removed by the Constitutional Court of the Russian Federation / Comment / EG-online

Clause 3, Part 1, Article 30.1 of the Code of Administrative Offences of the Russian Federation has been declared unconstitutional, as it does not allow for the unambiguous settlement of the issue of territorial jurisdiction for consideration of an appeal against a decision on an administrative offence, which has been issued but has not yet come into force (Decision of the Constitutional Court of the Russian Federation dated 12.11.2024 No. 51-P).
